The Georgia Crisis: A Blow to NATO

Washington hawks insist that the remedy to Russia's military humiliation of Georgia is to expedite the smaller country's incorporation into NATO. After all, Moscow might think twice about attacking any nation able to trigger the Atlantic Alliance's Article 5, which obliges all member states to respond militarily to an attack on any one of them. President Bush, in fact, toured Europe last spring to stump aggressively for Georgia and Ukraine to be granted Membership Action Plans, the first step toward joining the Alliance. But despite Bush's high-profile campaigning, the proposal was rebuffed at NATO's April summit by 10 member states, led by key U.S. allies Germany and France. That rejection, said Republican presidential nominee Senator John McCain, 'might have been viewed as a green light by Russia for its attacks on Georgia,' and he urged European NATO members to 'revisit the decision.'

But many of the Europeans draw the opposite conclusion. They see last week's events in Georgia as vindicating their caution over granting Georgia NATO membership. Indeed, many in Europe see the Bush Administration's military support for Georgia and its trumpeting of Tbilisi's cause in NATO as having emboldened President Mikheil Saakashvili to launch his reckless attack on South Ossetia.

If Russia's brutal response to Georgia's provocation had, in fact, obliged NATO to intervene, the Atlantic Alliance itself might have faced a terminal crisis. Most of its member states have no enthusiasm for confronting a resurgent Russia in the Caucasus, traditionally a Russian sphere of influence. The Alliance, for one thing, is having enough trouble maintaining 71,000 troops in Afghanistan, where they are managing only to tread water against mounting odds. Other arguments against confrontation: much of Western Europe is wholly dependent on Russian energy supplies, and European negotiators believe there is little chance of a diplomatic solution to the Iran nuclear standoff without committed support from Moscow.

So, regardless of the appeals of Senator McCain — and his Democratic opponent, Senator Barack Obama — the events of the past week have more likely placed Georgia's NATO membership in the deep freeze for the foreseeable future, even if the Alliance remains rhetorically committed to the idea in principle. If so, Moscow can count what has transpired as a major victory: it has prevented the advance of a rival military alliance into Russia's backyard.

Russia's very purpose in its 'punishment' of Georgia has been to warn neighbors inclined to challenge Moscow from under a Western security umbrella that if a storm is provoked, that umbrella offers precious little protection. The conflict was never simply about Georgia and its restive minority regions; it was always about NATO, as well as the regional balance of power between Russia and the U.S.

Putin has used the opportunity presented by Saakashvili to show Russia's neighbors that Washington's tough talk could not be matched by any meaningful response to the Kremlin's military campaign. Bush may now be trying to play catch-up with his tough talk, but reversing the impact of the Russian offensive will require a lot more than stitching up a bloodied Georgia and casting Russia out of the G-8 or boycotting the 2014 Winter Olympics. (Thursday's announcement of a deal between the U.S. and Poland to station missile interceptors on Russia's doorstep over increasingly bellicose objections from Moscow may have been timed to signal resolve in the face of Russian aggression, but that plan was in the works long before the Georgia showdown and is unlikely to have any effect on the Georgia situation.)

When NATO holds its last summit of the Bush presidency in December, the symbolic language may remain soothingly supportive of membership for Georgia, but don't expect to see it granted a Membership Action Plan. Indeed, the events of the past week have called into question the very purpose of NATO and its relationship with Russia.

While many Western critics declared the Russian actions of the past week a reversion to Cold War tactics, Moscow sees NATO itself as a Cold War relic. The Russians complain that following the demise of the Soviet Union and its Warsaw Treaty Organization, the U.S. reneged on promises to create a new global security order and instead moved to expand its own Cold War military alliance — NATO — into Moscow's own sphere of influence.

NATO's very purpose had been to contain the Soviet Union in the wake of World War II. The Red Army had just broken the back of Hitler's Wehrmacht and put Moscow in control of the Baltic states (annexed at the outset of the war), Poland, East Germany, Czechoslovakia, Hungary, Bulgaria and Romania. Having watched Central Europe transformed by Soviet military power into a patchwork of authoritarian vassal states, Western Europe was only too willing to join an all-for-one military alliance with the U.S. and Canada to even up the odds in the event of further Soviet expansionism. Nor was it surprising that decades later, those Europeans who had actually lived under the Soviet heel would race to join the same alliance at the first opportunity. The anti-Moscow military alliance not only remained intact in the decade after the Cold War but also advanced toward Russia's shrinking borders. Russians saw all of that as strategic encirclement with hostile intent.

Last month, General Norton Schwartz, nominated as chief of the U.S. Air Force, said at his confirmation hearing that the U.S. needed to send a warning to Moscow in the wake of Russian media reports claiming that Moscow was weighing the deployment of nuclear-capable bombers in Cuba in response to U.S. missile-defense installations in Poland and the Czech Republic. The Russians should be told that moving bombers to Cuba 'crosses a red line for the United States of America,' he said. Let's just say that the Russian military brass have long felt the same way about Ukraine and Georgia being militarily integrated into a rival alliance.

Russia could do little to stem NATO's advance during the economic and social collapse presided over by Boris Yeltsin. But Putin's Russia, flush with petrodollars, has re-emerged as a geopolitical player at the same time that U.S. influence has been waning. With the bloodletting in Georgia, the Russians are telling Europe that the current security architecture is dysfunctional — a message Moscow sent earlier in the year through a vague proposal to replace NATO with a pan-European security structure in which Russia would be an equal partner.

In Washington and in many former Soviet satellite states, the response to the Georgia debacle will be to continue NATO's eastward expansion and stiffen its resolve to contain a resurgent Russia. But in Western Europe, there will be growing doubts over the value of a security system built upon a structure designed to isolate and contain Russia. The problem, of course, is that NATO operates strictly by consensus, and in the absence of such consensus, paralysis may set in. Indeed, it may yet emerge that Putin's campaign in the Caucasus has succeeded not only in keeping Georgia out of NATO but in dealing a body blow to the Alliance itself.

Το χειροκρότημα στο τέλος ήταν βεβιασμένο, η παράσταση δεν άρεσε (άκουγα τα σχόλια του κόσμου βγαίνοντας).
Ίσως η αντίδραση ήταν λόγω συσσωρευμένου θυμού, σίγουρα όμως είναι δύσκολο να δικαιολογηθεί.

The Strategic Lessons of Georgia

The Powell Doctrine of overwhelming force has just been used effectively — not by the U.S., which tried to prevail on the cheap with its 2003 invasion of Iraq. This time around, however, it might as well be rechristened the Putin Doctrine, given what the Russian military has done to Georgia over the past two weeks. In the aftermath, assorted soldiers and graybeards in the Pentagon, the National Security Council and government warrens around the world are evaluating the military lessons of Moscow's move into the Caucasus. Just what does it mean for the way war is waged in the 21st Century?

Military strategists see it as vindication for their continuing calls for heavy, armor-centric warfare, while geo-strategists take it as a lesson in the dangers of a small country baiting a bigger and nearer foe when your key ally packs little more, at least in the short term, than rhetorical firepower.

Despite U.S. embarrassment at the humiliation of its Georgian ally, the U.S. Army's tankers and artillerymen at Fort Knox's armor school have been encouraged by the success of the Russian Army's blitzkrieg. Moscow's triumph suggests that there is wisdom behind Defense Secretary Robert Gates' insistence that the U.S. be prepared to wage 'full-spectrum operations' — not just the past five years of irregular warfare that America has been engaged in, with small units of soldiers patrolling Baghdad streets and Afghan mountains.

Just as most of Saddam Hussein's troops melted away under U.S. firepower in 1991 and 2003, Georgia's forces crumpled under the Russian assault. While Georgians made up the third-largest allied contingent in Iraq, they were engaged in irregular warfare there, for which they have been trained by the United States. But they were in no way prepared for Moscow's onslaught.

Another point strategists have taken note of: the Russians' apparent use of computer-generated attacks on Georgian servers and websites in the days before the invasion. While much of the hacking sounded like old-time Soviet agitprop — particularly reports of alleged Georgian genocide against ethnic minorities in South Ossetia — military schools will be studying the fact that such an electronic assault moved in tandem with the real invasion. How much did it help the Russians achieve their goals, either on the battlefield or in public opinion around the world?

The other lessons: don't tease the bear because it may just be smarter than you. It appears the Georgians fell into the yawning trap set for them by the Russians. Each summer both sides had fired on the other, and Georgian President Mikhail Saakashvili decided this summer was the time to root out the separatists — many with freshly issued Russian passports — in South Ossetia. When his forces moved into the province beginning August 7, the Russian bear pounced. By all accounts, the Georgians moved first militarily. By most accounts, the Russians were simply awaiting that provocation, biding their time, with massive columns of armor ready to roar south once Georgia crossed into South Ossetia. Now that their troops occupy both South Ossetia and Abkhazia, they seem intent on remaining there as purported peacekeepers. Pentagon officials this weekend acknowledged there was nothing the U.S. could do to drive them out.

Whether or not a renewed Cold War works in Moscow's favor in the long term remains to be seen. Moscow may not be able to halt expanding NATO, as former members of the Warsaw Pact do not seem less eager to join the western Alliance. While Putin and his troops have succeeded in lashing out at Georgia, such action against former Warsaw Pact allies like the Czech Republic, Hungary and Poland — all now NATO members — would be suicidal. But for the near term, the Putin doctrine is now in play.

Sudan's Bashir on visit to Turkey

Neither Turkey nor Sudan recognise the authority of the international court

Sudan's President Omar al-Bashir is attending a summit of African leaders in Turkey, his first foreign trip since he was indicted on genocide charges.

The charges - also including war crimes and crimes against humanity - relate to the conflict in Darfur.
Last month, the International Criminal Court's chief prosecutor asked the court to issue an arrest warrant - though it has yet to do so.

However, Turkey does not recognise the international court.
Mr Bashir is attending a Turkey-Africa economic co-operation summit taking place at a palace on the Bosphorus Strait.

Turkey is keen to complete its membership of the African Development Bank Group, which would allow Turkish firms to compete for development contracts in Africa.

'Serious consequences'

On Monday, Turkey's foreign minister also requested that African nations back the country's bid for a temporary seat on the UN Security Council, pledging to become its 'voice of Africa'.

African and Arab states are pushing for the suspension of the court's indictment which they say could damage the path to peace in Sudan's troubled Darfur region.

Sudan has warned of 'serious consequences' for UN staff and facilities based in the country if an arrest warrant is issued for its president.

ICC Chief Prosecutor Luis Moreno-Ocampo sought an arrest warrant against Mr Bashir in July.

He accused Sudan's leader of running a campaign of genocide that killed 35,000 people outright, at least another 100,000 through a 'slow death' and forced 2.5 million to flee their homes in Darfur.

Mr Bashir has said he is not worried by the accusations and his government has denied mobilising the Janjaweed militias, accused of widespread atrocities against Darfur's black African population.

The UN estimates that five years of conflict in Darfur have left 300,000 people dead and more than two million people homeless.

Θέμα: ΟΤΕ: Ξεκινάει η πιλοτική λειτουργία δικτύου WiMAX στο Άγιο Όρος

ΟΤΕΟλοκληρώθηκε η εγκατάσταση του πιλοτικού δικτύου WiMAX στο Άγιο Όρος σύμφωνα με σημερινή ανακοίνωση του ΟΤΕ, ενώ ήδη έχουν συνδεθεί οι πρώτοι χρήστες με αυτό. Το πιλοτικό δίκτυο του Οργανισμού παρέχει υπηρεσίες ευρυζωνικότητας και ΙΡ τηλεφωνίας (VoIP). Η επίτευξη παροχής των υπηρεσιών αυτών πραγματοποιήθηκε σε μία περιοχή εξαιρετικά δυσπρόσιτη, με περιορισμένες υποδομές σε οδικά δίκτυα, μέσα μεταφοράς και μέσα επικοινωνιών, καθώς και με απουσία εγκατεστημένου δικτύου ηλεκτρικής ενέργειας. Συνολικά, εγκαταστάθηκαν 6 σταθμοί βάσης με την εμβέλεια του δικτύου να φτάνει τα 50 χιλιόμετρα, καλύπτοντας την πλειοψηφία των Μονών και Σκητών του Αγίου Όρους σε όλη σχεδόν την έκταση της Χερσονήσου του Άθω. Το δίκτυο WiMAX που έχει υλοποιηθεί έχει τη δυνατότητα μετάδοσης έως και 60 Mbps (αμφίδρομα). Οι σταθμοί βάσης WiMAX του ΟΤΕ εκπέμπουν στην φασματική ζώνη των 3,5 GHz που έχει απονεμηθεί στον ΟΤΕ από την ΕΕΤΤ. Τα συστήματα που εγκαθίστανται πληρούν τις προδιαγραφές του προτύπου IEEE 802.16-2004, του προτύπου που δίνει τη δυνατότητα για παροχή ασύρματης ευρυζωνικής πρόσβασης, ενώ ο εξοπλισμός που χρησιμοποιείται είναι πιστοποιημένος από το WiMAX Forum, τον αποκλειστικό φορέα πιστοποίησης συστημάτων ασύρματης ευρυζωνικής πρόσβασης WiMAX.

Στην αρχική φάση λειτουργίας, που βρίσκεται σε εξέλιξη, έχουν ήδη συνδεθεί οι πρώτοι χρήστες τόσο στο Άγιον Όρος όσο και στη Νήσο Αμμουλιανή και την περιοχή της Ιερισσού με ασύρματη ευρυζωνική πρόσβαση. Επίσης, χρήστες στις Καρυές απολαμβάνουν υπηρεσιών ADSL μέσω του διασυνδεδεμένου στο WiMAX ειδικού εξοπλισμού (DSLAM). Μεταξύ των χρηστών των υπηρεσιών του δικτύου συγκαταλέγονται 6 μεγάλες Μονές, η Αθωνιάδα Σχολή, καθώς και η Ιερά Επιστασία της Αθωνικής Πολιτείας.

Αξίζει επίσης να σημειωθεί ότι η συνεχής λειτουργία του δικτύου WiMAX στο Άγιον Όρος εξασφαλίζεται με χρήση ανανεώσιμων πηγών ενέργειας, ηλιακής και αιολικής, που συνδυάζονται με καινοτόμες ενεργειακές διατάξεις. Συγκεκριμένα, οι σταθμοί βάσης του δικτύου λειτουργούν με φωτοβολταϊκά συστήματα σε συνδυασμό και με μικρές ανεμογεννήτριες, προσφέροντας την απαραίτητη ηλεκτρική ενέργεια για τη λειτουργία του δικτύου χωρίς να επιβαρύνεται το περιβάλλον.

Τα μέχρι στιγμής συμπεράσματα από τη λειτουργία του δικτύου WiMAX στο Άγιον Όρος είναι ενθαρρυντικά αφού το σύστημα έχει λειτουργήσει απρόσκοπτα ακόμα και σε εξαιρετικά δυσμενείς καιρικές συνθήκες.

Παράλληλα με το δίκτυο WiMAX στο Άγιο Όρος, ο ΟΤΕ έχει εγκαταστήσει και αξιολογεί 2 ακόμη πιλοτικά συστήματα WiMAX, στην Ανατολική Αττική και την Ιπποκράτειο Πολιτεία, προκειμένου να δοθεί η δυνατότητα ευρυζωνικής πρόσβασης σε περιοχές που είτε δεν υπάρχει πρόσβαση με δίκτυο χαλκού είτε η πρόσβαση με το χάλκινο δίκτυο έχει μεγάλο μήκος και δεν επιτρέπει την παροχή ικανοποιητικών ταχυτήτων. Ήδη ο ΟΤΕ σχεδιάζει αντίστοιχα συστήματα και σε άλλα σημεία της επικράτειας.

Κι όμως οι δηλώσεις του Βασίλιεφ έδειχναν άλλα. Θεωρεί το έργο του πετυχημένο, αφού σκοπός..'δεν είναι να κάθεται ο θεατής με την πλάτη αναπαυτικά, παρακολουθώντας την παράσταση, αλλά να αντιδρά, να σηκώνεται από τη θέση του, να κάνει τη δική του εξέγερση...'
Βέβαια, όταν βγαίνουν 3 ηθοποιοί και λένε το ίδιο κείμενο ταυτόχρονα, ο ένας στα ελληνικά, ο άλλος στα αγγλικά και ο άλλος στα γαλλικά, προκαλώντας ένα αποτέλεσμα φίρδην μίγδην, με μέτωπο προς το κοινό και με σαφώς προβοκατόρικη διάθεση, δημιουργείς ένταση και ουσιαστικά εκλύεις την αντίδραση του κόσμου, ακόμα και αν αυτή έχει μπροστάρη τον Λυκουρέζο...

Καθησυχαστικό μήνυμα προς τους μητροπολίτες, που διαφωνούν με τις αλλαγές που αναμένονται στο μάθημα των Θρησκευτικών εξέφρασε από την Κέρκυρα ο υπουργός Παιδείας, Ευριπίδης Στυλιανίδης.

Ο υπουργός, βέβαια, χαρακτήρισε «εύλογη» την ανησυχία των μητροπολιτών, της ιεράς Συνόδου και του Αρχιεπισκόπου, τόνισε όμως ότι «η πολιτεία είναι υποχρεωμένη να μιλά με σαφήνεια και να μιλά συγκεκριμένα. Είναι ξεκάθαρο αυτό που λέμε και δεν νομίζω ότι επιδέχεται περαιτέρω παρερμηνείες ή παρεξηγήσεις».*

Δεν είναι από την άλλη ουσιαστικό το ότι δεν απαιτείται να γράψει ένας γονιός τους λόγους για τους οποίους το παιδί του δεν θα παρακολουθεί ένα μάθημα, αλλά χρειάζεται απλώς μια δήλωση κενή περιεχομένου;
Τί έπρεπε να κάνει ο οποιοσδήποτε υπουργός; Μήπως να καταργήσει το μάθημα; Ή να σταυρώσει μερικούς ιερείς προς γνώσιν και συμμόρφωσιν;

-Εννοείται πως χρειάζεται κατάργηση, αν οχι ΠΛΗΡΗ αναθεώρηση αυτή η αηδία που λέγεται θρησκευτικά
-Νομίζω πως μας κάνεις πλάκα αν θεωρείς ότι αυτή η αλλαγή είναι κάτι ουσιαστικό. Δεν μπαίνω καν στον κόπο να την αντικρούσω.
-Ακόμα και να μην αντιτίθεται σε οποιαδήποτε ομάδα συμφερόντων, δε γίνεται να κάνει τέτοιες γλοιώδεις δηλώσεις. Ακου εκεί 'εύλογη ανησυχία'! Αναρωτιέμαι τι θα λεγες αν χαρακτηρίζονταν 'ευλογες' οι ανησυχίες των οτετζήδων/δεητζήδων/οσετζήδων σε περίπτωση που θίγονταν τα κεκτημένα τους

Σε χώρες όπου ο κλήρος ασκεί τόσο μεγάλη επιρροή στον λαό, καλό είναι οι όποιες αλλαγές και πολιτικές δηλώσεις να γίνονται με γνώμονα το τελικό αποτέλεσμα. Στην περίπτωση μας, προτιμότερο να γίνονται έστω και μικρά βήματα προσεκτικά υπολογισμένα ώστε να εγείρουν τις μικρότερες δυνατές αντιδράσεις, παρά να υπάρξει κατά μέτωπο επίθεση η οποία στην τελική μπορεί να εκτροχιάσει την όποια προσπάθεια να βγει το εκπαιδευτικό σύστημα από τον θρησκευτικό μεσαίωνα.
